I am trying to confirm it cpt 29846 can be used for a arthroscopic synovectomy/debridement of the wrist with an intact TFCC? Thanks in advance.

Yes, look at the description of the procedure. You will see "and/or" in a few places. So it could include repair of the TFCC, but is not a requirement of the code.
