Wiki 29826 deompression of subacromial space question

In order to report code 29826 must the documentation (operative note) state the coracoacromial ligament was released with the acromioplasty? In reading the description of the CPT code it is very confusion as it states "with" release. I am taking this that it must be done in order to report this code.

Please give your understanding to this

The full description states "when performed".

Arthroscopy, shoulder, surgical; decompression of subacromial space with partial acromioplasty, with coracoacromial ligament (ie, arch) release, when performed (List separately in addition to code for primary procedure)
