Wiki 27825 w/ 76000

Good afternoon!
Patient presents to OR for a closed reduction with a spanning external fixation. The Ortho doc is using CPT codes 27825 and 76000. Would I need a modifier 59 for the fluoro guidance? (Medicaid coverage)

Flouro is not billable as a distinctly separate procedure, you would only bill if the physician only performed it alone. It is included in the surgical code.
