When a patient is seen in the hospital for a consult and they have Medicare. Is an ABN required in order for the consult to be billed, being that Medicare will not pay for the consult.

No you cannot obtain an ABN for a consultation. For a Medicare patient you must use the initial inpatient visit levels.
