Answer: You can report 51798 (Measurement of post-voiding residual urine and/or bladder capacity by ultrasound, non-imaging) for a post-voiding residual study in this case.
Here’s why: There is no physician work (work relative value units, RVUs) associated with this code. Code 51798 is just a reading and payment is based on the interpretation only. Modifiers TC (Technical component) and 26 (Professional component) do not apply to 51798 so the fact that the physician does not own the equipment does not negate the payment for the reading.
