Question: What’s the proper code to report for dispensing and fitting of orthotics in the office?

Answer: CPT® code 97760 (Orthotic[s] management and training [including assessment and fitting when not otherwise reported], upper extremity[s], lower extremity[s] and/or trunk, each 15 minutes) would be the proper choice, if the podiatrist does indeed spend time fitting training the patient on using the orthotic.
You would also report the proper HCPCS code (L3000-L3030) to the DME (durable medical equipment) carrier.
