The ICD-9 manual does not include a specific code for this type of break, but if it's a closed fracture (in most cases, Tillaux fractures are closed), you should report 823.80 (Fracture of tibia and fibula; unspecified part, closed; tibia alone). In most cases, you will select the appropriate repair code from the 27824-27828 section (Closed/open treatment of fracture ...).
