Report Distinct Services of Each Surgeon

QuestionIf both an ENT and neurosurgeon are using 61782 at the same time but each are using it for their own part, can I code it for both of them? Maybe with a -59 for one of them? Can one report 61782 with 69990 to a non-government payor?
