FACTS ABOUT DAVE

What and How: The Data Assessment and Verification (DAVE) initiative is a central approach to analyzing the MDS using onsite and offsite protocols to detect coding errors. The DAVE process is intended to supplment, not replace, current program integrity and survey and certification activities.

Who: The DAVE contract was awarded to the Computer Sciences Corp. The CSC team includes the Delmarva Foundation, ViPS, the Joint Commission on the Accreditation of Healthcare Organizations, and the Lewin Group. Technical experts from the academic and information technology communities will supplement the team.

When: DAVE is already underway as a beta test in Georgia and Indiana, expected to wrap up in August 2002. Approximately 60 facilities in each of these states have been selected for offsite and onsite review. CMS chose these two states for comparative purposes because Indiana has a state MDS review program and Georgia does not. Following an analysis of the beta test results, CMS expects to exand the MDS reviews to additional states incrementally in 2003. DAVE will eventually include OASIS home health assessments.
