With the Review Choice Demonstration start date announced in Texas, agencies there must kick their RCD preparation into high gear. That will include choosing from the demo’s three review choices — Choice 1: Pre-Claim Review (PCR of 100 percent of claims); Choice 2: Postpayment review (complex medical postpay review of 100 percent of claims); or Choice 3: Minimal review with a 25 percent pay reduction. (Choice 3 can’t be changed later in the demo.)

To elect their choice, Texas HHAs must use Palmetto GBA’s provider portal, CMS says on its RCD web page. “HHAs that do not make a choice selection by November 14, 2019 will be automatically placed in Choice 2: Post payment Review,” CMS explains.

Experts also recommend that Texas agencies spend time learning about the program from the agencies already undergoing it in Illinois and Ohio, and self-auditing in antici­pation of the start date.
