Prepare Your NOE Agreements Before New Year's, MAC Urges
NOE companion guide is out. Your ability to eliminate — or at least drastically reduce — Notice of Election-related payment shortfalls is coming up fast. Reminder: Starting in January, you will be able to submit NOEs electronically, HHH Medicare Administrative Contractor CGS reminds hospices in a recent post to its website. But the change won’t be automatic. “Medicare contractors and hospices may develop trading partner agreements to exchange NOE and related transaction data using a non-standard implementation of the 837I transaction. Medicare will develop a companion guide for NOE transmissions,” the Centers for Medicare & Medicaid Services said in the July transmittal implementing the change. “This guide will provide hospices instructions for how to complete data elements that are required by the 837I transaction but are not required by an NOE. Hospices may voluntarily agree to adopt the companion guide and submit nonstandard 837I transactions.” CMS has posted its September 2017 companion guide at www.cms.gov/Medicare/Medicare-Fee-for-Service-Payment/Hospice/Downloads/Companion-Guide-Electronic-Notices-Election.pdf. “CGS encourages hospice providers to develop trading partner agreements to prepare for the implementation of this Change Request,” the MAC says in a message to providers.
