Hospice Fails OIG Review

Would your personnel records stand up to scrutiny?

A case study for why more frequent surveys of hospices are necessary has come from the OIG.

The HHS Office of Inspector General sampled employee records for Puerto Rico hospice Servicios Suplementarios de Salud Inc., according to a new report at http://oig.hhs.gov/oas/reports/region2/21101028.pdf. The watchdog agency found that of the 170 workers reviewed from 2009 and 2010, 130 workers’ personnel records did not contain documentation to support compliance with one or more federal and Commonwealth requirements. In addition, Servicios did not have any personnel records for five workers who provided direct care to Medicare beneficiaries.

Servicios hadn’t been surveyed since 2007, the Puerto Rico Department of Health noted in its comments on the report. The Centers for Medicare & Medicaid Services added in its comments that last year’s IMPACT Act will change hospices’ survey frequency to every three years
