HHA Owners Plead Guilty to $48-Million Fraud Scheme

Two HHA owners pled guilty to a $48-million fraud scheme, which involved paying kickbacks to patient recruiters so the agencies could submit false claims to Medicare. Rogelio Rodriguez and Raymond Aday allegedly co-conspired to bill Medicare for unnecessary home health care and therapy services, reports the OIG’s Miami Office of Investigations.

Rodriguez was the owner of Caring Nurse Home Health Corp. and Good Quality Home Health Inc., and Aday was the co-owner of Good Quality and manager of Caring Nurse. Both HHAs are Miami-based agencies. From January 2006 through June 2011, the two HHAs purportedly billed Medicare for $48 million worth of claims for home health services that were not provided or not medically necessary.

The U.S. District Court for the Southern District of Florida will sentence Aday and Rodriguez on Feb. 27, 2013. Both men face up to 10 years in prison.
