If you’re looking for written guidance on the glitch with “early” Requests for Anticipated Payment getting penalized, HHH MACs now have it. The problem: “There has been an issue identified in which the Home Health Pricer program is incorrectly applying a penalty to RAPs received more than five days earlier than the FROM date of the RAP,” HHH Medicare Administrative Contractors Palmetto GBA and NGS say in articles posted on their sites on Jan. 28 and Feb. 1, respectively. “The associated claims cannot be readily identified for MAC suspension.”
The Centers for Medicare & Medicaid Services first disclosed the problem in its Jan. 26 Home Health Open Door Forum (see HCW by AAPC, Vol. XXX, No. 5). The solution: “A system fix is scheduled for 3/1/2021,” the MAC say. “Once the fix is implemented, the MACs shall adjust claims with a value code QF amount greater than $0 (penalty amount) and a RAP RECEIPT DT of more than five days earlier than the FROM date,” they instruct. “Agencies may still submit RAPs as they choose,” the MACs add. “We will provide updates when applicable.”
