Connecticut HHA Payroll Manager Nabbed For Writing Checks To 'Ghost Employees'

It’s not just Medicare fraud providers need to worry about. A home health agency payroll manager has been charged with tax fraud.

Innis Frederick was formerly with Equinox Home Care in Stratford, Connecticut, which was co-owned by his sister Theresa Foreman. Frederick stands accused of “processing payroll that caused checks to be issued to ‘ghost employees,’ who did not actually work for ECH,” the Department of Justice says in a release. “The money paid to the ghost employees was actually paid to Foreman, who did not report the hundreds of thousands of dollars of income on her tax returns.”

Frederick has pled not guilty, the DOJ reports. Foreman was previously charged and convicted in relation to the scheme.
