Chicago HHA Owner Draws Prison Time For Kickbacks

The 81-year-old owner of a home health agency in the Chicago suburbs has been sentenced to 18 months in prison for paying kickbacks for referrals.

TLC Healthcare Services of Illinois Inc. owner Norma de la Cruz pled guilty to paying recruiters $500 to $600 for each Medicare patient referred to Glenview-based TLC. She attempted to conceal the payments by using sham contracts that claimed the recruiters provided "marketing" services, the Department of Justice says in a release. De la Cruz, who was an RN at the time, paid one recruiter at least $65,000. The government said she used most of her proceeds to pay for gambling at a Chicago-area casino, and racked up more than $300K in gambling losses.
