Meanwhile, the Provider Reimbursement Review Board ruled against another home health agency that sought to have denied Medicare visits excluded entirely from its 1996 cost report, rather than reclassified to the "other" visits category. Reclassifying the visits that way improperly shifted costs from Medicare to other payors, argued Angeles Home Health Care Inc. But the Board said RHHI United Government Services properly used the provider statistical & reimbursement (PS&R) report to reclassify the visits, according to Aug. 21 Decision No. 2003-D45. The provider's visits were 98 percent Medicare, so there was very little room for cost-shifting anyway, the Board concluded in upholding the adjustment with an impact of about $33,000. Angeles' legal representative didn't return calls for comment.
